Residence Permit For Investment Activity (ARI)

When there is no intention or possibility to move residency to Portugal, another relevant option for non-EU foreigners who wish to invest in Portugal is the residence permit for investment activity (ARI), also known as the Golden Visa.

Key benefits

1. Path to Permanent Residency and Citizenship: After five years of legal residency, Golden Visa holders can apply for permanent residency. After five years of legal residency, they may also be eligible to apply for Portuguese citizenship, which grants them an EU passport.

2. Family Reunification: Golden Visa holders can include their family members in the application, including spouses, children under 18, dependent children over 18 who are studying, and dependent parents.

3. Low Stay Requirement: One of the most attractive features of the Golden Visa is the minimal stay requirement. Holders need to spend only seven days in Portugal during the first year and 14 days in each subsequent two-year period.

4. Access to Public Services: Golden Visa holders have access to Portugal's public healthcare system and education services.

5. Work and Business Opportunities: Golden Visa holders can work in Portugal or start their own business, although the visa is primarily designed for investors.

6. Travel within the Schengen Area: Golden Visa holders can travel freely within the Schengen Area without needing additional visas.

7. Tax Benefits: Portugal offers attractive tax benefits, such as the Non-Habitual Resident (NHR) tax regime, which can provide significant tax advantages for new residents.

8. Investment Flexibility: There are several investment options to qualify for the Golden Visa, including real estate, capital transfer, job creation, and investments in research, artistic production, or venture capital funds.

10. Renewable: The Golden Visa is renewable every two years, provided that the holder maintains the investment and has a clean criminal record.

As of 2023 reforms (still in effect in 2025), direct real estate investments are no longer accepted under the Golden Visa program.
 

Eligible Investment options to get the Golden Visa (2025)

​Investment Funds

Minimum of €500,000 in qualified Portuguese funds (focused on innovation, energy, tourism, etc.)

Scientific Research

Minimum of €500,000 contribution to research or technology institutions in Portugal.

Cultural Heritage Support

Min. €250,000 donation to arts, culture, or national heritage project.

Job Creation

Incorporation of a business in Portugal that creates at least 10 jobs.

  • Choose your investment path,

  • Gather required documents (proof of funds, criminal record, etc.),

  • Submit application via Portugal’s AIMA platform,

  • Attend biometric appointment,

  • Receive residence permit (valid for 2 years, renewable),

  • Apply for citizenship after 5 years (basic Portuguese required)
